A more logical conclusion is if someone is trying to negotiate, that is what they want/need to accept the offer. If they accept anyway, there is some other factor that is forcing them to do so. So you’re right that they won’t fully be in alignment with a company that wouldn’t meet their needs. Does that mean don’t negotiate? Probably it just means don’t accept offers from companies that don’t enter into negotiations in good faith unless it furthers your own goals (like being able to eat). And then move on from that place ASAP.
