Because no programmer can know everything, and good programmers know where to look up the answers to things they don't do very often. By insisting on hiring people who have this top of mind, you're restricting your pool to recent grads. I don't study for interviews, because I want only jobs where the skills I _actually_ have top of mind are the ones they need.
