Because that work still has to be done. We still need to coordinate with others, interview new hires, etc. At my company, we work 4 7.5-hour days, and we need every bit of it. You can't just "not do" that work as unnecessary. If you worked 4 hour days, you'd focus for 2 hours and have 2 hours of "the boring stuff."
