I guess if you are a solo developer, you're right that you can make the choices to implement the technologies you feel most helpful in the order you feel they will be most helpful. However, at an organizational level, it probably makes sense to implement the technologies that will build the developers' overall skills across the board first, and then, if there's time, bring in other technologies later. But there will always be multiple technologies vying for attention, and I think the team structures that benefit from TS are less common than most people think. It doesn't make sense to implement TS in a team for a short-term project or one with a high turnover, for example, because the developers you have will not reach proficiency in time for it to pay off.
