I have been in the business for close to 30 years at this point, and I have never had an engineering manager who appeared to be doing most of the things you listed as part of their job. Nearly all managers seem to actively avoid seeing patterns in their engineers' work, for ex. So I think it's really possible to be an engineering manager for many years and not have some of these issues.
