I recently had to upgrade some NPM/yarn packages, but I couldn't upgrade to the latest. That would have required upgrading still other packages that had breaking changes and we had more important priorities than rewriting certain parts of the software at just that moment.

It was SUPER helpful to be able to go back in their change log and see what changes mapped to what versions, so we could get the version where the changes we needed were introduced. Who writes those logs? Usually the release manager.
