I think one reason people tend to underestimate (in a couple of places you say overestimate when I think you mean underestimate) is because they feel, rightly or wrongly, that the real number won't be accepted by the person they're presenting it to. If you have enough instances of this happening (like aggregating across several teams' estimates(, you can go from being a little off to a lot off.
