I think the issue of limited bandwidth needs to be considered. If someone has a lot of things they're doing that you think are wrong, you have to pick the most important ones or else they'll get really discouraged (plus who among us only has the responsibility of giving corrective feedback all day). In addition, often managers do not have the expertise to know corrective feedback is needed, so they have to let things play out.
