I think you miss my point. The architect can't write every line of code, and there are going to be instances where people don't implement it the way the architect would, even if they think they did. This is especially going to be true if they lack the basic skills this article is talking about. And often there's no good way to go back and fix the wrong implementation after the fact (because timelines never assume someone does something just wrong in design and there needs to be extra time for that to be fixed).
