I'd argue that you need to be very good indeed to use modern frameworks. For one thing, they're full of traps for the unwary, so you need to be able to look ahead and see what's likely to happen if you take random advice from someone's idea of "best practice." Also, the documentation these days is very example based, so if you don't want to do _exactly_ what's in the example, it can often be a long slog to get to the underlying principles by reading multiple documents, source code, and tests.
