If your developers have the skills to clean up tech debt, which is more difficult and takes longer than writing clean code in the first place, they have the skills to write clean code in the first place. It's super rare for companies who rush out crap code to allow lots *more* time for cleaning that stuff up than for writing it in the first place. Developers who are not able to write clean code quickly won't suddenly be able to clean up bad code faster than they wrote it in the first place.
