Maybe part of the issue is people don't have enough time to complete their tasks or enough time off. If you are working a bunch of hours, you may not have the time or energy left to arrange your home to someone else's satisfaction (or you may prefer other activities to unwind). And if people are bogged down with too much work, they may also not jump up and volunteer to take on even more work. If they inherit work that was half-assed by someone else due to time constraints, they may indeed not want to get blamed for taking a long time to clean it up.
