One problem with your approach is in order to toss all the old code, you need to reverse-engineer it to figure out the requirements--which are not captured anywhere else _but_ the code. Which means you need to have good tooling that makes it easy to do that. And sometimes in the process you will actually find that there are some ways to make significant improvement without burning it all down.
