SAFe is _worse_ than waterfall, because it divides work into artificial "vertical slices" that all have to pass QA by the end of two weeks. In practice this gives devs one week to try to slap some crap together to pass to QA and QA one week to cycle that crap back through dev to knock all the roaches out.
