That's so not true. An architect type person (if there's one on the team), cannot possibly implement every piece of the code. And it's the little day-to-day decisions in implementing the design that are also a design, at a smaller scale, and they are what actually determines if the design succeeds or fails.

They also are responsible to push back if something doesn't smell right from a cost/benefit perspective.
