This is only true for whatever language you're thinking about. In Javascript, you can use arrays without knowing the size (and your preprocessing could populate the array in one step). But since everything fits in memory, you could create a Set by customer, date and one by customer, url and find all customers that have at least 2 entries in each. This solves the actual problem--your solutions only find one customer.
