While managers don't necessarily need to be able to review code themselves, they need to be able to ensure that code reviews are conducted correctly, and they need to be able to tell the difference between "I really know how this works" and "I read a blog post once and I have a vague idea how the blogger thinks it works". These are not the same thing, but often managers have no idea who is playing which part in a disagreement.
